Project Brief
The REACH project seeks to improve planning processes within the District Planning Coordinating Units across 14 districts in northern Ghana.
Through extensive capacity building and sustainable IT infrastructure the planning and policies on District level are strengthened, in order to tackle the challenges of climate change for rural areas. REACH is part of the EU Ghana Agricultural Programme.
Soope of The Role
The Technical Advisor, ICT is responsible for the conceptualisation and implementation of a connected IT infrastructure among 14 MMDAs in northern Ghana as well as a centralised document database. He/She does this through coordinating the work of the project’s IT-Unit and through contracting and steering external service providers. Key to success is the proactive collaboration with strategic and implementation partners as well as the project’s other units.
Your Tasks
- Lead the conceptual development of project processes on various outputs and ensure their implementation as well as documentation.
Coordinate the work of the IT Unit including the supervision and assignment of various tasks to the unit’s team members. - Prepare terms of reference, budgets, market surveys, specifications and other documents to contract service providers or procure goods.
- Establish and maintain cooperation and collaboration relationships with project partners on various levels.
- Assist the project management in the recruitment of staff and external service providers.
- Monitor and supervise activities and responsibilities of external service providers.
- Manage and maintain the projects Servers in Wa and at NITA including the hosted databases and webservices.
- Ensure compliance with the mandatory and necessary data protection and IT security rules and regulations of GIZ and partner organisations.
- Prepare training content for capacity building of partners on project interventions, as well as implementation of trainings.
Your Profile
- Masters’ degree in Information Technology, Information Systems, Computer Science, Cybersecurity or any related discipline. A professional certification in Cybersecurity, MCSA, MCSE, ITILv4, System Administration, CISA is an added advantage.
- 5 years’ work experience in managing internet servers as well as demonstrated competency in the administration of Linux (Ubuntu) based servers.
- Advanced knowledge of PostgreSQL and MySQL databases, as well as PHP and JavaScript.
- First experience in leading teams and managing projects.
- Motivated team player with an organized, independent, systematic, proactive, detail- and goal-oriented work approach.
- Strong interpersonal skills with the ability to work in a multicultural environment with the ability to quickly grasp complex issues.
- Experience in building networks among partners and organizations.
- Excellent working knowledge of MS Office 365 incl. MS Teams.
Strong command of English language (both written and oral) is required; knowledge of German as well as local languages is an asset.
