BACKGROUND
Provides expert technical input for program designs and proposals, especially from the perspective of advising on the issues, opportunities, and strategy for international development proposals and institutional support with an emphasis on Ghana’s Educational Sector. However, the incumbent’s expertise may be requested on designs/proposals/institutional support with respect to other Sub Sahara Africa and Caribbean countries. S/he plays a leadership role in developing strategies, engaging with stakeholders, designing activities, and managing programs covering primarily, the education sector.
DUTIES AND RESPONSIBILITIES
The successful candidate will be responsible for – primarily related to the Education Sector in general and for Ghana in particular:
· Provide high level technical input for program design, management, implementation.
· Input must be aligned with USAID’s sector strategies, grounded in evidence and data, and aligned where relevant with host government policy and programming
· Provide input into a Monitoring and Learning agenda as appropriate and support the activities in its MEL from its programming aspects in collaboration with stakeholders.
· Engaging with potential beneficiaries, host governments, international donors, as appropriate.
· The incumbent will support any design and facilitate effective workshops and training utilizing appropriate pedagogical approaches adapted to a variety of learning styles as required by different RFQs and RFPs.
· The individual may be required to review, interpret, adapt regulatory, industry and customer security requirements into a consolidated access control framework and policy documents
· Work closely with different team members to develop proposals as required by supervisor.
EDUCATION, REQUIREMENTS, AND MINIMUM QUALIFICATIONS
· Master’s degree or equivalent in experience in a discipline related to international development.
· At least 7 years of experience in technical direction of international education programs.
· In-depth knowledge of international development – program design and implementation.
· USAID Educations project experience is preferred.
· In-depth knowledge of the challenges and developments in Ghana’s primary/secondary educations system especially in the rural areas
· Demonstrated technical leadership to manage professionals and quality control of the technical deliverables to a high standard and in a timely manner.
· Very good network established with USAID, donors, NGOs, key partners of USAID and consultants working in the relevant areas.
· Strong technical writing skills and experience in editing and reviewing field reports.
· Experience in program/project design, project management and monitoring and evaluation.
· Outstanding Interpersonal/Communication/Negotiating Skills.
· Proficiency in standard operating and application software (Windows, Microsoft Word, Excel).
· English Fluency.
