TBI’s Centre of Government and Delivery (CoGD) Practice is a central function that provides technical leadership and support to TBI’s work supporting the centres of governments and on the application of our delivery methodology. Our mission is to be a centre of excellence for learning and innovation on centre of government (CoG) effectiveness in low income and emerging countries. The team supports TBI’s embedded advisory work through:
- Quality assurance and training
- Mainstreaming of context-appropriate tech and non-tech
- Development of productive partnerships to facilitate cross–country learning and exchange; and
- Engagement in the global debate on effective government in low income and emerging economies
TBI is hiring a Delivery Associate to join its CoGD Practice central team. The role will primarily support the CoGD Quality Assurance Delivery Adviser to design and implement relevant and high standard products and services that will ensure high-impact delivery by CoG and delivery teams on the ground. The candidate will support the development of our centre of government and delivery offering in the countries we work in, whilst also serving as a resource for the broader team in preparing documents, presentations, and reports for our in-country projects.
This is a Fixed Term role for 12 months, with the possibility of extension.
Key Responsibilities
Key Responsibilities of the role include:
1. Definition and development of CoGD practice quality standards
– Support the implementation of quality assurance processes relating to the delivery of CoGD products and services
– Contribute to the implementation of metrics on the implementation of projects, risk elements and recommend any corrective action
– Benchmark centre of government and delivery best practices in Africa and globally to help CoGD develop market intelligence
2. Capturing, structuring and disseminating the CoGD knowledge
– Support the development and maintenance of a knowledge management and dissemination system
– Support the development and maintenance of the community of the practice membership
– Support the practice’s Monitoring, Evaluation and Learning (MEL) work
3. Development and application of CoGD Practice Tools and Frameworks
– Contribute to the development, maintenance and roll out the practice’s suite of centre of government and delivery best practice tools
– Contribute to the joint development of CoG & delivery frameworks with other advisory sectoral practice in areas of intersection
– Conduct market analysis for appropriate centre of government toolkits and services,
– Contribute to the development, piloting and roll-out of new/innovative toolkits, templates, and ways of working (tech and non-tech)
4. Capacity Strengthening Support
– Support the training of Country Directors and in-country advisers on all the products, methodologies and tools of the CoG Practice
– Support the Practice to provide high impact capacity building support to country project teams
– Support in-country training sessions, delivery labs and other applied delivery tools
5. Contribution to wider TBI
– Contribute to and develop written documents (manuals, briefs, and reports) and presentations
– Support the Head of Centre of Government and Delivery in overall strategy development and implementation, thought leadership and management of the practice team
Person Specification
This is a role in a fast-paced virtual team across multiple geographies and in complex policy areas. The successful candidate will build effective trusting relationships and help shape and influence change in project teams and governments by supporting the CoGD practice. Hence, the successful candidate should be able to display the following:
- Experience in management consulting or programme/project management and experience with adaptive management techniques such as Problem Driven Iterative Adaptation, Agile Planning
- Experience in developing frameworks and tools, process quality improvement and standardisation
- Track record in developing and rolling out tools at diverse levels of complexity
- Familiarity with capacity-building program development
- High quality communication, report writing, event facilitation and presentation skills. Graphic design skills are an advantage
- Strong team player and excellent soft skills as well as flexibility to help where needed
- Highly developed analytical skills that can be deployed in a range of contexts
- Willingness to travel, sometimes at short notice
- Experience working with or for governments especially prior experience in a government delivery mechanism would be an added advantage
- Fluency in English is required (oral and written) and fluency in French is advantageous
