The Service Delivery Innovation Strategic Initiative was approved by the Global Fund Board to support the achievement of the Global Fund’s 2017-2022 Strategy to build resilient and sustainable systems for health (RSSH). It aims to support innovations that strengthen health service delivery and improve HIV, TB, and malaria outcomes. Under this objective, the Global Fund is providing support to the Government of Ghana (GoG) to increase the use of data to manage its supply chain operations for improved efficiency and increased impact.  This will be done through facilitating the implementation of MoH and GHS framework that will ensure implementation of quality data production mechanisms and establishment of a culture of data use in all supply chain management decision-making and performance management.

Systems for Development (S4D), a US-based leading consultancy firm focused on transforming organizational performance through sustainable information and communication technology, is seeking a Project Manager to support this work.

As part of developing the data structure and implementing the Ghana public health supply chain Information Exchange (HIE) platform to ensure quality data production and systems interoperability, S4D will establish a data management framework and lead the design, configuration, and implementation of an HIE.  This will enable MoH to capture, process, and use quality data while ensuring all applications within the eco-system talk to each other, reducing redundancy and cost of operation. The Project Manager will be responsible for the Roadmap and Delivery of the Ghana MoH/GHS public health supply chain data management strategy and implementation of the HIE platform.  S/He will lead the establishment of data production and use strategies in the entire supply chain as well as lead the visualizing and designing of an MoH/GHS enterprise HIE framework.  The project manager will ensure that the right deliverables from data architecture, design, and analytics meet the MoH/GHS operational data needs.  S/He will lead demand and delivery of the solutions needed to realize this vision. In addition, S/He will ensure that the Operations function is well set up to manage these solutions in the MoH/GHS capacity. S/He should have a sound understanding of public health supply chain data needs, and data industry best practices including the DAMA International’s Data Management Body of Knowledge (DMBOK) and the Data Management Maturity Model (DMM) evaluation process.  S/He should have a sound understanding of commonly used concepts, practices, and procedures for data exchange and data management within the healthcare industry, knowledge of healthcare IT and government programs, and experience with health IT data format and transport standards including HL7, FHIR, RESTful APIs.

Job Description:

To ensure effective data production and use on all S4D systems-related projects, the project manager will take overall leadership of the data management, production, and utilization, and implementation of the HIE by performing the following activities:

  • Manage the overall implementation of the Data Management Project and HIE platform planning and implementation throughout the project lifecycle, from Project initiation to the closing phase.
  • Continuously monitor progress against set objectives for achieving the Data Management Model (DMM) on Institutional Level as defined in the DMM and in line with the recent decision for implementation
  • At the project’s initiation, establish the project brief and the overall business case for data management, considering both the overall implementation cost as well as the (transversal) synergies to be achieved by each of the functional areas by 2023
  • Monitor HIE platform implementations for accuracy and timeliness to ensure the focus on successfully achieving the project goals including compliance
  • Develop a detailed understanding of the MoH supply chain IT Plan and IT Stakeholders, specifically focusing on the HIE
  • Initiate, facilitate, coordinate, and report for the regular ‘Assess and Adjust’ process to update and adjust the consolidated data management roadmap across business areas in line with the level of achievement over the past period, the changing environment, and institutional objectives, and update/maintain the overall business case and roll-forward consolidated roadmap for MoH/GHS public supply chain.
  • Manage and monitor the evolution of the project scope, time, and cost. Ensure project management is in compliance with the Project Management Framework and monitors and controls the subsequent phases of the project according to the objectives set by the project Steering Committee.
  • Ensure that the scope and timeline of the project and each of its subcomponents are realistic while securing the expected benefits and objectives
  • Project manages the onboarding of new data partners and users; processes terminations as needed.
  • Provide day-to-day management of HIE operations and activities, including system audits, technical assistance, client support, training, and utilization reports, and assistance in planning and implementing the architecture for HIE expansion.
  • Define and operate an adequate project governance structure by continuously evaluating various risk parameters and organizing, preparing, conducting, coordinating, facilitating, and reporting on all project management activities necessary to achieve the project’s objectives and ensuring project controls are documented and recorded accordingly.
  • Maintain a global view of the project progress, as well as a detailed view of the status of individual deliverables.
  • Report on project development/changes, identify decisions requiring validation and prepare relevant documents for the Steering Committee.
  • Escalate the project’s issues and risks to the Steering Committee and ensure that mitigating actions are undertaken and effectively monitored.
  • Establish and operate proper change management, internal communication, and mobilization around the Data Management Project in close liaison with all functional areas’ stakeholders at all Directorate levels.
  • Consider any initiatives/projects running in parallel, which might either be a prerequisite or a dependency on the Data Management Model and its implementation and address any impact these might have on the data management project.
  • Ensure a proper degree of quality assurance by reviewing the project documentation and deliverables for completeness and quality, to achieve the overall project goals.
  • Facilitate the design and establishment of the future MoH/GH Data Management Organizational Structure
  • Advice on leading practices and emerging trends in Data Management and HIE architecture.

Qualification Required & Experience:

  • Advanced university degree; specialized certification and/or training in project management, change management, or risk management an asset.
  • A minimum of 8 years of experience in a multinational organization working on global scale projects.
  • Strong familiarity with the public health environment and HIE services and products.
  • Develop a detailed understanding of the State Medicaid Health IT Plan and Health IT Stakeholders, specifically focusing on the HIE.
  • Leverage HIE capabilities and resources to support MoH public health improvement strategies.
  • Proven and successful track record in leading projects and implementing organizational change in international organizations.
  • Proven prior experience in global implementation and transformation projects in data management, and capable to provide input and advice on leading practice and emerging trends in Data Management.
  • Excellent oral and written communication skills in English
  • Demonstrated experience in managing multiple projects effectively while facilitating group success.
  • Provide day-to-day management of HIE operations and activities, including system audits, technical assistance, client support, training, and utilization reports, and assistance in planning and implementing the architecture for HIE expansion.

  • Proven experience in the delivery of Data Production and Use projects using Agile and DMBOK guided approaches and tools
  • Proven skills in Modern Data Warehousing techniques and Data Platform solutions
